modify renewable FE share targets now including ambient heat from heat pumps (as in EU definition)

Purpose of this PR

Addresses https://github.com/remindmodel/development_issues/issues/734 and complements pik-piam/mrremind#814.

• introduces new equation in techpol where specific FE renewable share targets are implemented
• include ambient heat from heat pumps to count to wards renewables target by assuming that one unit of electricity in heat pumps sources 2 units of ambient heat on average
• minor fix of elements included in the non-fossil electricity target types (TargetType2ShareEnty); without impact but not to have confusing set elements in there
• includes new input data (input data revision 7.94) to have new input data for RE share targets

The reduced percentage share targets for EU regions are implemented in pik-piam/mrremind#814.
