Adds a rule to the Commits section in CONTRIBUTING.md and CONTRIBUTING.ko.md: fine-grained commits are good, but a PR should be one thing, deduplicated, and no bigger than it needs to be (squash churn, drop changes already on base, one-sentence scope). Org-wide default; repos with their own CONTRIBUTING still win.

base, and keep it to a change a reviewer can state in one sentence.
