Add SystemsMonitor with belt slip detection and Vision loop overrun fixes

• Fixes Vision.java loop overrun: ENABLE_DETAILED_POSE_LOGGING was hardcoded true,
  removed blocking Flush() call
• Adds belt slip detection to Intake and Hopper (thresholds configurable via JSON)
• Adds SystemsMonitor subsystem with real-time Elastic dashboard for all motor
  connection states and belt health
• Adds auto-shutoff toggle with transition-gated EStop to prevent CAN bus blocking
