feat(toolbox): automate idempotency keys

• automatically generate RFC 8941 Idempotency-Key values for published operations that require them
• reuse the same key across transient retries for generated and generic resource commands
• preserve explicit caller keys for unknown-outcome recovery
• update the embedded Restish dependency to the merged automatic-idempotency implementation

• focused Realmroot argument-policy tests
• focused Restish generated, inspection, retry, raw-argv, and zero-value tests
