Desktop app with Tauri v2 #14

A desktop app for people who don't want Python, uv or podman: the Svelte site wrapped with Tauri v2, working offline with the bundled data.

• Builds for Linux first (webkit2gtk-4.1), then Windows and macOS through CI release builds
• Rust toolchain pinned with rust-toolchain.toml (rustup)
• Release artifacts on GitHub Releases

Depends on: the installable web app (#13), so the offline story is shared. Related: the Rust + ratatui evaluation (#15): a shared Rust core could serve both.
