fix(toolbar): align slotted toolbar content

Summary

• scope toolbar spacing styles directly to enabled Material toolbars
• preserve title padding based on the presence of a start slot
• use the Ionic-provided toolbar-searchbar state and toolbar padding variables for sides without slot content
