The code reads the DMV csv file and considers columns CITY,ZIP to encode. It uses a basic scheme to encode the CITY values, it considers all the cities that have one zip code and assigns them the same id as zip code. It then divides the data into blocks and generates queries for eeach block. For now the query on a block is just elements in other blocks. It theen preedicts the fpr acheived.
