test(theme): add story checking tailwind black and white stay literal

Adds a Theme story that renders light and dark panels and marks PASS/FAIL when text-white, bg-black, bg-white, text-black and border-black don't paint literal #fff/#000. Regression check for the preset fix in #2253. Story only, no changeset.
