feat(understack-workflows): add websso for local runs of openstack cmds - #2254

When using openstack commands or the SDK APIs locally, a user will need to use the websso plugin to authenticate. This adds this in as an optional group so its not installed into our deployment containers but can be accessed by the user with 'uv run --group local <cmd>'.
