ci: fix promote upstream suite GitHub auth step - #100

Remove the explicit `gh auth login --with-token` steps from the promote-upstream-suites workflow. The jobs already provide `GH_TOKEN`, which the GitHub CLI uses automatically, and the previous here-string syntax failed under the default `sh` shell.
