Add more solutions for troubleshooting.

Why is duplicated?

I agree that these tips are specified for one possible situation. But to keep the existing structure unchanged I had to duplicate. An alternative commit is, to put it at the beginning or the end of the Troubleshooting section, but this may make users harder to get the tip.

This pull seems the same as #143964. Why again?

At #143964 I mistakenly forked from python:3.14 but pulled request for puthon:main. Compared to #143964, the mistake is now fixed.
