This PR bumps versions for all hooks and freezes them to their SHAs (pre-commit.ci can update them and the corresponding version identifiers in the comments just fine).
Also, I fixed a few miscellaneous issues (
blackwas failing to install because Python 3.8 was too old), and a typo.I am still unsure why we have a pre-commit config file only for the
pure-hatchexample, and not forextension-hatchandpure-setuptools? Should we add one for them too?
