Post-external-FV-review honesty fix. loom does per-run Z3 translation validation + partial Rocq (Correctness/Roundtrip/TermBijection) — it validates each output, not a once-and-for-all proof of the optimizer (≠ CompCert). Relabels the badge/tagline/description accordingly; README §85 already described TV correctly. README-only.

An external formal-methods review flagged 'Formally verified WebAssembly
optimizer' as overstated: loom does per-run Z3 translation validation +
partial Rocq (Correctness/Roundtrip/TermBijection), not a once-and-for-all
proof of the optimizer (unlike CompCert). Relabel the badge/tagline to
Translation-Validated and describe honestly what is proved (per-run
equivalence) vs not (the optimizer itself).
