Rolls the promotion-completeness hold (#49): a clean PASS from a panel whose structural finder was down (protoPatch gateway failure) no longer auto-approves — HOLD_INCOMPLETE until a complete pass clears the head. Marker records complete=false; telemetry gains complete/structural_unavailable. Active on the current engine (structural detection needs no timeout). Also carries the forward-compatible finder timeout:900 (#47, no-op until the protoAgent base bump #2297). Co-Authored-By: Claude Opus 4.8 (1M context) <noreply@anthropic.com>
