Smoke-testing v0.19.1 showed replay can't run as a standalone CLI (no STATE.workflow_run, no App token in a fresh process). v0.20.0 adds the gated in-process /replay endpoint. Rolling so replay is actually invocable — the last step before the first fast-vs-smart scored run. Co-Authored-By: Claude Opus 4.8 (1M context) <noreply@anthropic.com>

Makes replay actually invocable (smoke test found the CLI can't reach STATE/the token in a fresh process). Merging deploys.
