This final PR augments the ROB to architecturally commit multiple ready instructions in each clock cycle. There will be two new plugins that implement the
RetirementService:GeneralRetirementplugin that can be configured to dynamically route instructions to different retirement stages.FirstslotRetirementplugin, on the other hand, has more constraints that allow its hardware to be simpler.
