The /settings/integrations/github page is for end users — install the App on your accounts, view installations, see repos. The "Run one-click setup" button was the only piece of platform-level admin work still showing here. Replaced the big CTA with a small admin-only inline link so admins can still get to /admin/github/setup from any settings page, but no one sees a "configure the platform" button on a per-user surface. Summary
Cleans up the last piece of platform-specific UI on the per-user GitHub settings page. The "Run one-click setup" CTA was a big button that showed (admin-only) when the integration wasn't configured — but a per-user surface shouldn't have a platform-configuration button, even gated.
Replaced with a small admin-only inline link so admins can still navigate to `/admin/github/setup` from any settings page; everyone else sees a clean "integration not available yet" notice with no CTA.
