feat(admin): promote the leads dashboard to a proper nav card - #121

It was already linked, but as a small text link tucked under the h1 above the page description — easy to scroll straight past, which is exactly what happened. It is the only read surface for captured leads, campaign sends, and watches, so it now sits in its own card above every tool on the page, with a primary button and a line describing what is behind it.
