fix: normalize static page nav chrome

Summary

• Normalize core static pages to the shared landing-page nav chrome (lp-nav-wrap / lp-nav)
• Add the same shared nav to use-case detail pages with the Use Cases tab active
• Extend frontend static regressions so old mini-nav chrome cannot reappear on these pages

Verification

• git diff --check
• Structural static nav smoke: 20 pages passed
• Inline script syntax: node --check /tmp/ghh-static-nav-inline-scripts.js
• Served HTML smoke: 8 representative pages passed from local python3 -m http.server
• python3 -m unittest discover -s backend -p 'test*.py' -v — 33 tests passed
