Adds an Add-PrScreenshotComment.ps1 script that hosts the first Playwright screenshot (01-home.png) on a dedicated pr-screenshots branch via the GitHub Contents API and embeds it in a PR comment. The pr-build-packages workflow now runs this step after uploading screenshot artifacts, and its permissions were raised to contents: write / pull-requests: write to allow hosting and commenting.
