Allows authorized maintainers to use
.skip-integration-checkson forked pull requests even when integration CI is not passing or the pull request has not yet been approved. Currently this workflow is in a broken circular state where all checks must be passing in order to skip, but integration checks usually are not passing when the skip functionality is needed.Required review rules remain independently enforced before merge.
