Reference: github/primer#7202

Add @primer/cli for exploring Primer components, guidelines, icons, patterns, scenarios, and design tokens from the terminal.

CLI behavior tests statically import leaf commands and keep network requests and output mocked. A separate routing suite verifies dispatch with leaf handlers stubbed, so cold lazy imports no longer run inside the behavior tests' timeout.
