An agent parking an unattended task needs its approval request answerable for hours (asked at 3am, answered at 8), but every request expired after the model's default hour.

POST /api/external/approvals now takes an optional expires_in_seconds (60 s to 7 days; 422 outside that range). Asking again for the same action keeps the one request and never shortens it. The default is unchanged.

Used by Prax's parked approvals (praxagent/prax, parked-approvals PR; pattern credit: OpenWorker). Tests: 3 new in test_agent_self_approvals.py; full suite green.
