Index the Link/Data columns every gated read filters on, none of which were indexed: Team Member user/role (the can() hot path), Asset team/cluster (reconcile + console), Site team (also ends the Site(team,region) migrate index churn), Team Invitation email/role, Team Role team, Pilot Credential asset, Atlas Instance service_user, IAM Permission Probe team/user/capability.

Add database indexes on the 13 columns that permission-gated reads filter on but that weren't indexed — the hottest being Team Member.user, hit on every permission check.
