Decline a narrowly scoped 100%-equity stock entry when its cost consumes the entire rounded sizing budget but exceeds the actual frozen equity. The old admission allowance accepted this underfunded tie. Exactly funded entries stay admitted; the change applies only to ordinary, fee-free, truly flat long openings with one pending order and no tick gap.
