feat(economy): consolidated semantic gil telemetry

Moves the semantic gil telemetry module to the consolidated economy branch. This replaces the earlier feature-branch PR.

Just because I saw it in passing, I'll throw in an opinion:

There's some useful ideas here, but as mentioned, it's otherwise slop.

Moving gil handling per player into its own container and really locking down how the rest of the code interacts with it is a good idea. Then we can add logging, and turn that into telemetry with origin enums, etc.
