Fix Inceptron retention metadata

Summary

• replace the invalid string-valued Inceptron zero-retention field with the confirmed boolean value required by the catalog schema
• remove duplicate stale policy keys left by the earlier catalog reconciliation
• add a patch changeset for the catalog correction

Validation

• pnpm validate:data
• pnpm validate:pricing
• pnpm validate:gateway
• git diff --check

This restores the data validation gate on main after #1844.
