This addresses the missing chromium browser on arm64 ( #3 ) and the web app aborting because mongodb or mysqld weren't up yet.

Fixes payatu#3

Written mostly before I noticed the longer fix there.
Without this, "docker-compose up" would fail for me.

A production server would use a connection pool, but this is good enough for a demo server.

Without this, it fell over quickly with error messages like

The health check probably made this worse, which probably explains why nobody noticed this before.
