fix: バージョン範囲の上限判定を修正し依存と開発環境を更新する - #57

依存更新コマンドで clap、tokio、reqwest、toml、thiserror、dirs を更新した。 dirs は 6 から 7 へ更新し、使用している home_dir API の互換性を確認した。 公開期間の監査で若い推移依存を差し戻した Cargo.lock を保持する。 mise の Rust を 1.99.0、Cargo の最低要件を 1.99 に揃えた。 mise の説明コメントも日本語にした。
保存と復元、lock 監査、レジストリ取得、設定と CLI の英語コメントを日本語にした。 コード例、識別子、参照先、数値は保持し、Makefile のターゲット説明も日本語にした。 コメントだけを変更した Rust ファイルは、AST でコメントを取り除いた後の バイト列が変更前と一致することを確認した。実行ロジックやテストデータは変えていない。
上限抽出が Python の rc や Composer の patch alias を数値部分で切り、 範囲外の版を選ぶ、または許可されたパッチを除外する不具合を修正した。 複数の上限から最も厳しいものを選ぶ際も、候補選択と同じ言語別比較を使う。 prefix や compatible release の上限を求める処理を10進文字列の加算へ統一した。 u64 を超える release segment で計算失敗を上限なしと誤認し、 別 major を選ぶ経路をなくし、桁上がり・epoch・不正値を検証する。 npm の比較付きワイルドカードと Ruby の通常の版識別子を区別する。 6言語で parser、judge、writer、再解析まで検証する統合テストを追加し、 README の英語版と日本語版、利用ガイド、開発指示、仕様監査の記録を更新した。

>=1.0rc1,<1.0rc3で1.0rc4を選ぶなど、上限の修飾子を読み落として範囲外へ更新する問題を修正します。上限は版全体を保持し、複数の上限も候補選択と同じ言語別の順序で比較します。p・pl・patchを含む上限を保持します。u64を超える数字で上限が失われる経路をなくします。epoch も維持します。<2.x・<2.*と、Ruby の通常の版識別子.xを区別します。Ruby の<=1.0.xを<1.1へ広げる既存バグも修正します。検証:
make ci（fmt・clippy・全2,797テスト）が成功。新しい回帰は修正前に失敗することも確認しました。公開禁止語は追跡中の全ファイルで検査済みです。
