Add bounded, fail-closed planning for canonical generated artifacts in inactive registered workspaces. Generated-artifact mode is strictly dry-run and contains no deletion path.

When the 30-second deadline fires during post-traversal fingerprint verification, finish sets settled and reports an incomplete scan, but this loop continues issuing up to 100,000 sequential lstat calls after the result has returned. Fresh evidence after the prior cancellation finding was resolved is that the final revision removed the if (settled) return guard from this loop; restore a cancellation check so the timeout actually bounds filesystem work.

Registered Megarepo workspaces can retain large ignored dependency and build directories, but the existing store GC cannot report these separately or safely establish their inactivity. Historical supervised cleanup recovered about 96.66 GB across 71 inactive worktrees.
