Bug-report and feature-request forms carry a required Theme dropdown
('Not sure' is a valid answer), matching the theme: labels used by the
Hesiod development project board. A workflow maps the dropdown to the
label on issues:opened / discussion:created; when the dropdown is absent
or 'Not sure' it falls back to a keyword classifier (title hits weighted
3x, below-threshold declines to guess) and otherwise applies needs-theme
so gaps stay queryable.
Untrusted title/body text is only handled as data inside github-script;
no expression interpolation, no run steps.
Targets main because issue templates and issue-event workflows only
take effect from the default branch; no application code is touched.

Everything else has to be adjusted. However the hardest part is probably done.
