The second check compared counter with len(config.Nodes) twice, so a
config with fewer nodes than config2 was reported as equal.
Each test process now creates its own Postgres database and truncates tables between tests instead of recreating the entire schema.

Paralellization is also enabled by dynamically assigning free ports + unique temp dirs allowing servers to run in parallel during testing.

Benchmarking on my machine shows a reduction in time for a full test run from 15+ minutes to approx 3 minutes for a full test run.
Only run coverage on pushes to main, this keeps PR runs fast and prevents runs from failing in forks due to lacking API keys to publish the results.
…complex devcontainer setup with a more streamlined version matching what a developer without a devcontainer based workflow would use
- Run CI on pushes to dev and limit coverage to pushes to main, since
  coverage repeats the suite
- Remove the unused FreePorts, FreePort and FreePortsOrPanic helpers,
  which kept the release-before-bind race that ReservePorts avoids
- Use t.TempDir in newTestColoniesController instead of os.MkdirTemp,
  which never removed its directory

The Config.Equals fix was split out of "Test performance improvements"
into its own commit earlier in the branch.
