Replace the duplicated build, signing and release-verification scripts with the immutable Git-pinned orbitverse/bookorbit-plugin-tools package. No npm publication is involved. Signing checks out the same tooling commit without dependency installation and retains this repository's protected signing environment and key.
Plugin source and behavior are unchanged. The patch version changes because package.json is embedded in the bundle; bytes outside that metadata are identical to the previous release.
Validation: pnpm check passed; shared tooling CI and three offline command/signature tests passed. Release tests require local builds and signing to use the same commit.
