Release 1.0.11 with Maven Central metadata

Description

Release oci-genai-auth-java 1.0.11 with Maven Central-compatible published POM metadata.

This change:

• Bumps Maven coordinates and documentation from 1.0.9 to 1.0.11.
• Adds Maven Central-required metadata to parent, BOM, and core POMs: project URL, license, developers, and SCM.
• Configures flatten-maven-plugin with ossrh mode so generated release POMs retain required metadata.
• Adds THIRD-PARTY_LICENSE.txt to release jars alongside THIRD_PARTY_LICENSES.txt.
• Adds release notes for 1.0.11.

Fixes Maven Central/Sonatype validation errors for missing project name, description, URL, SCM, and developer metadata.

How Has This Been Tested?

• xmllint --noout pom.xml oci-genai-auth-java-bom/pom.xml oci-genai-auth-java-core/pom.xml
• git diff --check
• Verified the public branch diff excludes internal OCI Build Service files

Maven tests were not run locally because mvn is not installed in this environment.
