Users can keep CLI preferences in ~/.prose/cli.toml independently of how the executable is installed. Missing settings inherit built-in defaults; explicit flags override saved values. Rust and Bun implement the same shared configuration contract, with safe legacy migration, atomic mutations, coherent saved harness bundles and exact-command diagnostics that show sources and safely explain invalid configuration.

Configuration mutations and explanation stay provider-free. Migration preserves explicit user choices and rejects unsafe filesystem targets; unset preserves comments and line endings. Comparable-tool conventions and the selected tradeoffs are recorded in docs/user-configuration.md.

Validation: complete mandatory cli/ci/run_local.py admission passed all 53 provider-free local gates at eef1b887c99030019408aa383ad1a380d9df2fcb, including Rust/Bun suites, 76-case differential conformance, adapter adversary, 1,089 service-operation cases per runner, package lifecycle, public surface, package admission and real release rehearsal. Independent product implementations and source review are retained in the task. Full local evidence: .scratch/imp-097-098/imp-097-full-admission-15.log on the qualification Mac.

This is the configuration part of the release-readiness work. The packaged SDK default and native fresh/upgrade/live qualification are tracked separately in IMP-098. Public release and merge remain owner actions.
