8390380: Cherry-pick metazone changes from CLDR to support tzdata2026c for JDK update releases

A mostly clean backport in preparation to the tzdata2026c update for JDK 25. The only difference to the JDK 27 patch is in TimeZoneNamesTest.java in the 'bug' line. This backport has 8390388 while the JDK 27 version has 8371842 (CLDR 48.2 update not in 25) and 8354548 (CLDR 48 update not in 25). These have been cherry-picked for 25. See dependent PR.

Testing:

• test/jdk/sun/util/resources, test/jdk/java/time/test and test/jdk/java/util/TimeZone on Linux x86_64. All pass:
