The dcp directory was renamed to digital-credentials-protocols in 1afcb56 but CODEOWNERS still matched /dcp/*, so DCP proposals had no working group code owner. Co-Authored-By: Claude Fable 5.1 <noreply@anthropic.com>

Perform setup tasks for DCHP WG, creating directory, assigning code owners, etc
Also fix the rules for DCP, where the paths in CODEOWNERS didn't match what's in the repo.
