Establishes the organization-owned required workflow for the four Coffee repositories. It treats pull-request content as inert data, sources policy from immutable organization/base commits, rejects alternate install authority and symlinks, scans secrets and dependencies, and runs build-free CodeQL. The workflow is intended for an organization ruleset and is skipped in this source repository.
