release: openbim-ids 0.1.3 with the IDS 1.0 reader - #9

The reader merged in #5 (read::from_str, read::from_slice, the typed model) was only on main. 0.1.3 releases it as it is there; the public API only grew, so this is a compatible bump. The [Unreleased] changelog notes move under a dated 0.1.3 section. Releases now publish from CI: release.yml gates the tagged commit and publishes from the crates.io environment through trusted publishing, matching the other openbimrs families.
