minimum-version is tied to build-system.requires, so bumping
scikit-build-core opts into the 1.0 defaults. Migrate the deprecated
[tool.scikit-build.metadata] table to the standardized
[[tool.dynamic-metadata]] array; the version is still parsed from
project(... VERSION ...) in CMakeLists.txt.
