RF-1/RF-2: shared make_family.py, regenerated family figures, llms.txt counts

RF-1 and RF-2 (org-plan plan/rw-followups.md at 0cd4c99). Companion PRs in chock-catalog, chock, context-report; merge together.

RF-1

make_family.py is the shared data-driven version (design note in the chock-catalog PR). Here it reads the agent count from src/agentseam/matrix.py (len(matrix.agents()) = 16, was typed) and names no policy count (this repo has no registry.yaml; the old "39" is gone).

Regenerated with the CI command (cd docs/figures && for g in make_*.py; do python "$g"; done); only family-*.svg changed (matrix svgs unchanged). social-card.png is not reproduced in CI by design and rendered differently locally, so it is unchanged. tests/test_repo_standards.py: 10 passed.
