This fixes AIRADSW-750, AIRADSW-708.
-Add hip_graph_enable option to amdgpu ep
-When backends are switched by profile it doesn't recreate backend_data_transfer_, this will requery the backend
-Apply same to backend allocator, requery when profile changes
