Following the tag of 0.6, this makes 0.6 available as a submodule as part of the specifications page. Also, the
devsubmodule now tracks the0.9devbranch of ngff-spec, which, until it has been merged in main, is the next-best thing to put it out there :)This probably supersedes #610
