chore: standardize package quality tooling

Summary

Standardize react-zustand-toolkit on the same pnpm-based development, validation, and release contract as react-modal-manager. Add consumer-level package verification and adopt the shared type-utils dependency.

Changes

• Replace npm workflows with pnpm 11.21.0, a pnpm lockfile, frozen installation, and consolidated validation scripts.
• Preserve the Husky pre-push safeguard and route it through the aggregate pnpm check.
• Add @okyrychenko-dev/type-utils as a runtime dependency and reuse its defined-value guard in Provider store handling.
• Add packed-package checks covering ESM, CommonJS, declarations, exports, dependencies, tarball contents, and side-effect safety.
• Align CI and release automation with pnpm, Node 22/24 verification, Node 24 publishing, tag validation, and npm provenance.
• Update package exports, documentation, changelog, formatting scope, and package-validation dependencies.
