feat: deliver declarative store toolkit architecture

Summary

Make the toolkit Resolved-store-first so Provider placement declaratively controls Store scope, while adding explicit Global access and a verified request-local SSR path.

Changes

• Replace the previous toolkit surface with direct Provider, resolved useStore, useStorePlain, and useStoreApi, plus explicit access through global.
• Rename the non-hook createShallowStore().useStoreApi property to store, while retaining hook naming for context-dependent Store access.
• Add typed Store recipes and required inert Provider input while preserving lifecycle guarantees, middleware capabilities, standalone composition, and Retained selection behavior.
• Add concurrent server-rendering, hydration, packed-consumer, middleware, and public-interface coverage.
• Centralize publication verification and update the ADR, factory guidance, SSR documentation, and next-major migration instructions.
