feat: opus 5 peer orchestration, advisory re-verification, stats direct report family (0.0.38)

this release makes Opus 5 a peer orchestrator and hardens two surfaces that its first post-launch session exposed.

• routing: the orchestration preamble stops treating Opus as a fallback-only orchestrator; switching between Fable and Opus 5 is lateral, and no posture, gate, fleet default, or delegation rule conditions on which of the two is active. README and doctor guidance updated to match.
• stop surface: reverifyInFlightRecords fresh-reads candidate records and filters terminal-collected ones immediately before the in-flight advisory signs and emits, closing the cross-process window where an overlapping stop pass announced an already-collected task as still in flight. three regression tests.
• stats: direct arguments accept a second closed family, value-free report and maintenance requests (--json, --audit, --all, --prune-dead, each at most once). settlement admission, the rejection message, and the transport requirement for --session and all free text are unchanged; the skill carve-out wording now matches the predicate verbatim. eight new tests plus the transport-surface assertion sync.

verification: full suite 966 tests, 965 pass, 0 fail, 1 known skip.
