Summary
Bump the distribution and lockfile version to 0.3.0 for the merged Directory API changes, source-aware discovery, and SDK conformance fixes. No dependency versions or runtime code are changed.
Verification
make verify conformance interoperabilityon Python 3.11 and 3.14.git diff --check.This PR prepares the version only. Publication is a separate manual Release workflow after merge.
