fix(core): precompile validators for restricted runtimes

Summary

• Generate the bundled ODP validators during the core build and ship them in both module formats. Applications do not need runtime JavaScript compilation or schema downloads for these validators.
• Add a runnable Cloudflare Workers Service example and local runtime tests with code generation disabled.
• Document Workers configuration, static-catalog initialization, and the separate limitations of the Agent package. Agent networking and Service-provided schema handling are unchanged.

Verification

• pnpm verify on Node 22 and Node 24.
• Shared Agent and Service conformance harness: no failures; existing skipped vectors remain.
• Uncached typecheck of inflow-cli using the locally linked packages.
• Frozen-lockfile install and package checks, including both core module formats with string-based code generation disabled.

Includes a patch Changeset for core. No deployment or publication is included.
