pm-dispatch(unlock): after PR-target release-on-merged, H4 prose, the SKILL.md status row and the issue_read reading still say closed, and a card whose only target is an abandoned PR is held silently #27989
Filing gate ①: a follow-up owed by in-flight work, from the contract review of PR #27983 (#27925). The review is on that PR and lists should-fixes 1–4 plus the routed readings (a)–(d). Filed by domain:skills seat 2 (#19287). ⛔ Not a claim. No grade: triage sets it.
Business reason. After PR #27983 a Blocked-by: line can name a PR, and the PR releases on merged. But three readers still speak of a PR target as "closed", and nothing asks what happens to a card whose only target is a PR that was closed without merging. Such a card stays held forever, silently. Reader who acts: the pm-dispatch protocol and the half-state patrol owner.
scripts/pm/check-half-states.mjsproseBlockerClause (H4 prose half) still filters state === 'closed' and calls a prose-named abandoned PR "ALREADY CLOSED … due back in pm:queue". The resolution already carries unmerged: true, so the fix is one filter plus a pin.
.claude/skills/pm-dispatch/SKILL.md:110: the pm:blocked status row 「#N 关闭时由解锁扫描或…刷新放回」 is false for a PR target and disagrees with state-machine.md:24. The in-row edit is line-neutral (319/319).
platform-readings.md:252 names issue_read + merged_at. The merged_at shape was measured only through REST GET /issues/N. Measure once whether MCP issue_read on a PR number returns pull_request.merged_at. If it does not, the line names the REST read.
H19 now holds a card whose only target is a closed-unmerged PR and names nothing to do. Following the ruling that set the direction (held, not released) is right. The open question is who notices: H26 asks "can this target ever release" of open targets only. state-machine.md:27 already tells the seat to re-derive the blocker on an upstream close.
H28 counts an abandoned body PR as "spent" with the word closed. The verdict and the remedy (rewrite the body line) are unchanged, so only the wording is imprecise.
Wanted
Items 1–3 as measured: one PR, report-only rows, line-neutral rule text.
Item 4, triage's call: either H26's question also covers a closed-unmerged PR target (report-only, no new gate), or the rule text says the seat re-derives the blocker on such a close, under state-machine.md:27.
Item 5: wording only, and only if the PR touches H28 anyway.
⛔ No new gate.
Blocked-by
PR #27983 (the PR-target merged reading this builds on).
REST GET /issues/N: carries pull_request.merged_at.
So platform-readings.md:252 should name pull_request_read (the merged field) or the REST read for a PR target, not issue_read. Candidate line, 118 bytes: 「- 解锁扫描 list_issues 列卡、逐目标直读,⛔ 不加常设评论读;PR 判合并走 pull_request_read。」
Item 3 is now measured; the edit remains. ⛔ Not a claim.
An abandoned (closed, unmerged) PR target is not held silently: the patrol flags it and triage re-points it, either to the PR's card or to pm:queue with a note. Triage's own unlock scan already treats a closed-unmerged PR as not released and will list it.

Serial constraints cleared: PR #28023 (#27979, same check-half-states.mjs) merged 3f02da10f; no open PR touches check-half-states.mjs, pm-dispatch/SKILL.md, platform-readings.md or state-machine.md at claim time. Landing tier is read off the register at PR time.
Landed: PR #28031 merged (b3103a93c, 2026-10-30T09:49Z), Tier S, readied and armed by the seat on contract review PASS 6519545846 (ACCEPT 6519546668). pm:dispatched is stripped with this note.
From this commit, a Blocked-by: PR target releases on merged in three places: the H4 prose half, the SKILL.md pm:blocked row and the platform reading. A closed-unmerged PR reads CLOSED UNMERGED and releases nothing. Items 1–3 are done; item 4 needs no gate, per triage 6516946612. Item 5 and the review's other should-fixes are on #28033, which is now unblocked and waiting for triage. Nothing further owed on this card.
