Release 0.4.0-rc.1: same version number as mina-sdk-spec - #33

From this release on, the four Mina SDKs and mina-sdk-spec have the same version number: SDK x.y.z implements mina-sdk-spec x.y.z. The number jumps because mina-sdk-go and mina-sdk-js were already at 0.3.0. spec/VERSION is v0.4.0-rc.1. The specification files it copies are the same as at v0.2.0-rc.1. pyproject.toml and __version__ are 0.4.0rc1 (PEP 440 spelling of 0.4.0-rc.1).
